The activities in two very large states, and probably the two most influential states when it comes to Herbalife, are a tangled mess:

1. In both cases, personal relationships are, at a minimum, giving the appearance of getting in the way of justice. These relationships and the lack of taking action are all the more perplexing, now that the FTC has shined a bright light on the Herbalife scam.
